Mission Statement

The Prenatal-to-Three Initiative is a collaboration of agencies and individuals working to provide information, support, and care for families of pregnant women and children to age five receiving Medi-Cal in San Mateo County.

Pre-to-Three, created in 1996, connects the resources of public agencies, the Health Plan of San Mateo, hospitals, and community organizations to promote healthy growth and development of children. Services are voluntary.

The work of the Initiative is accomplished in three ways:

  • Building parenting skills and confidence
  • Facilitating early identification and treatment of potential problems
  • Improving access to the health care system

Pre-to-Three's multi-disciplinary health team offers a variety of services throughout San Mateo County, including:

Professional Development

  • Training seminars on Touchpoints, child development

Guiding Principles

The Initiative's underlying practice principles are based on pediatrician T. Berry Brazelton's Touchpoints concepts. Dr. Brazelton teaches that parents who are provided with a map of their child's behavioral and emotional development will be better equipped to handle the child's challenging growth spurts. With anticipatory guidance, parents can navigate through child-rearing challenges and emerge with a better understanding of their children. Pre-to-Three staff utilize the Touchpoints philosophy in their work with families to focus on parents' concerns and family strengths during times of growth and crisis.

Touchpoints Principles Embraced by Pre-to-Three Staff:

  • The parent is the expert on his/her child
  • All parents have strengths
  • All parents want to do well by their child
  • Be willing to discuss matters that go beyond your traditional role
  • Use the behavior of the child as your language
  • Value passion wherever you find it
  • Focus on the parent-child relationship
